Seems straight forward. Join in. Add content and so will get access to downloads.
I assume it's to avoid gate crashers.
Seems to be 10 apparently.

Sweet, as when I was on this site I never saw a registration being able (yes it was a very long time), and been inactive since then, so nice to see the sie is still up and running and making progress.
